If all would be arrested and sentenced to the prison sentences they merit, we would be left without government and without healthcare. Despite a first impression or two, neither would be a boon.

I'm not quite sure about the English in your last sentence, "Despite a first impression or two, neither would be a boon." I think you mean we can do without them, but the words used imply me need government and healthcare. Whilst some admin is required, healthcare will be much safer without them.
And I would hang the lot of them as this would be cheaper and we can then move on.
